Texas Utility Delivery Charges

What Texas utilities charge to deliver electricity to homes — the poles-and-wires portion of the bill, set by tariff.

Read this first

These are delivery charges only, not the full residential bill. In deregulated Texas, the energy charge comes from your retail electricity provider; the figures below are what the utility charges for delivery. Each tariff takes effect on a different date — check the "Effective" column per row. Figures transcribed from the source documents named below; snapshot extracted 2026-10-01.

Divisions: Base schedule (customer/metering/distribution charges) is IDENTICAL for Central and North divisions (single schedule 6.1.1.1.1, applicable to entire Certified Service Area). Divisions differ only in rider applicability: TC-3 Refund, NDC, SRC, and ADFIT apply ONLY to the former AEP Texas Central service area; North-division customers do not pay them. Per asterisk note in schedule 6.1.1.1.1.

  • DELIVERY ONLY: excludes retail energy (power) charges from the competitive retail provider, taxes, franchise fees, and discretionary service charges.
  • AEP Texas is a TDU in the deregulated ERCOT market — it does not sell electricity; the customer's REP bills these delivery charges.
  • TC-3 Refund (-0.1801c) is temporary and very likely terminated; confirm current status before publishing.
  • RAR (-0.1329c) is a one-billing-month reconciliation credit, not a recurring rate.
  • NDC (0.0186c) is billed only in June.
  • ITR is a percentage credit on base-rate revenue and cannot be expressed per-kWh.
  • Summing all per-kWh figures into one number is discouraged: riders have different applicability (Central vs North, June-only, one-month credits). Any published total must state exactly which components it includes.
  • CORRECTION 2026-10-01 (M independent verification): metering charge corrected from $2.58 to $1.97 per schedule 6.1.1.1.1 p.113.

  • DELIVERY ONLY: excludes retail energy charges from the competitive retail provider, taxes, franchise fees, and discretionary service charges.
  • Oncor is a TDU in the deregulated ERCOT market — it does not sell electricity.
  • DCRF and NDC are tariff-stated zeros, not data gaps: DCRF was folded into base rates in the June 2026 rate case.
  • Older Oncor documents in the snapshot (oncor__residential-rates_2024-06.pdf, oncor__residential-comparison_2025-03-01.pdf) were NOT used; rev22 supersedes them.

Austin Energy — shown separately

Austin Energy is a municipal utility: its rates are set by Austin City Council ordinance (not a PUC Texas docket) and theybundle delivery + power supply. They are not comparable to the delivery-only TDU figures above.

  • NOT COMPARABLE to the TDUs above: Austin Energy is a vertically integrated municipal utility — these rates BUNDLE delivery + power supply (PSA). The TDU figures are delivery-only. Any hub page must state this prominently or exclude Austin Energy from the TDU comparison table.
  • Tier kWh thresholds (what usage falls in Tier 1/2/3/4) were NOT captured — known gap; the 'View all approved electric rate schedules' document timed out and remains uncaptured.
  • CBC sub-component labels not captured.
  • Page footer says last reviewed 12/01/2025; a secondary source mentions an FY2026 5% base rate increase effective 2025-11-01 — not individually re-verified in this pass; figures should be re-confirmed before publishing.
  • Rates are set by Austin City Council ordinance; there is no PUC rate-case docket for Austin Energy.

Methodology & limits

  • Delivery charges exclude the retail energy charge, taxes, and fees billed by your electricity provider.
  • Tariffs change on different schedules; treat this page as a snapshot extracted 2026-10-01, not live tariff advice.
  • CenterPoint figures come from the company's rates web page (captured2026-09-30), not the full tariff PDF; per-item effective dates were not shown on the page.
